Driving schools call for training for electric scooter users

A request for driving-school training for electric scooter users is now on the DGT's table. The National Confederation of Driving Schools (CNAE) has called on the authorities to support this preventive measure in order to avoid accidents.

For the CNAE, the issue was bound to emerge: users of these vehicles need to know traffic rules and the dangers involved in operating them. The matter concerns both reported offences, including riding on pavements, using headphones or a mobile phone, and the vulnerability of those using them. The confederation is therefore proposing training intended to prevent both penalties and accidents.

According to the reported information, driving schools would like to welcome these very numerous users to their centres for prior training. However, they have not specified whether it would be appropriate to introduce an examination to assess what has been learned at the end of the course.

The programme would focus on signs and traffic rules, as well as the real risks of this means of transport. This approach would reduce the emphasis placed solely on monitoring and penalising offences committed by users who, under this assessment, are often unaware of rules that nobody has required them to learn.

The course would have a practical focus and would broadly draw on the training followed by drivers who have lost points or their licence. Its rollout would already be envisaged in Spanish legislation, which provides for road-safety awareness modules for future drivers, although they have not yet been implemented.

The CNAE believes the results of current points-recovery courses support its request. It says that “many of those who take them ask why they did not receive this training before starting to drive”, rather than after a positive test, an offence or an accident.

The training would also address the dangers of drugs when using these scooters. In 2025, 60,492 administrative proceedings related to drugs were processed, while the trend in this consumption remains upward.

The DGT and the relevant authorities must approve these training courses. The CNAE has committed to developing them immediately with those bodies, but traffic authorities have not, so far, commented on the request.
