Javier Tebas has sanctioned Manchester City La.

In his statements, Javier Tebas recalled that in 2020, UEFA had barred Manchester City from its competitions for two seasons and imposed a €30 million fine after concluding that serious breaches of financial-control rules had occurred, including matters related to the presentation of certain sponsorship revenues.

Also according to Javier Tebas, the CAS overturned the exclusion decision in July 2020: some of the conduct had been deemed time-barred, while other conduct had not been established to the required standard of proof. He added that the CAS had nevertheless found that Manchester City had failed in its duty to cooperate with UEFA’s investigation and confirmed a financial sanction reduced to €10 million.

Javier Tebas said he had never shared that ruling, which he described as “strange”, believing it had marked a turning point in the credibility of the CAS as an independent sports arbitration body.

In another passage, the president of Spanish football explained that economic sustainability was not bureaucracy and that financial control was not a whim. He argued that defending competition based primarily on the resources generated by clubs did not mean opposing any particular club.

The statement also says that, according to published information, an independent Premier League commission found 114 of the 115 financial breaches alleged against Manchester City to be established. It adds that the sanction remains to be determined and that the procedure has not ended.

Javier Tebas says that economic control, transparency and identical rules for all are essential to protect the integrity and sustainability of football. He says those principles will continue to be defended.
