Lleida City Council has adopted an ordinance banning in public spaces items that completely conceal the face, a measure concerning the burqa and niqab without explicitly naming them.
According to EFE, the approval came on Friday. The new ordinance is based on civic conduct and women’s rights, rather than security. The nine votes of PSC-Units, which governs the city, the five Junts councillors and the two Vox councillors backed the measure, while PP, ERC and Comú voted against it.
Article 12 provides for fines ranging from €400 to €750 for breaches. The rule will not apply in places of worship or in spaces where covering the face is part of accepted social customs or the exercise of a fundamental right.
In February 2013, in Lleida’s history, the Supreme Court had already overturned a municipal ordinance that banned the full-face veil in municipal spaces. At the time, the high court held that a municipality could not restrict a fundamental right such as religious freedom.
Earlier this year, Congress rejected a Vox proposal, backed by PP, to ban the burqa, while Junts presented its own bill.
